Michigan Funds 201 New EV Chargers at Apartments: Boosting Access to Electric Vehicle Charging (2025)

Michigan is making a bold move to electrify its future, but is it enough, and is it fair? Over $1.84 million is being poured into installing 201 new EV chargers at 31 apartment complexes across the state! This is a huge step, but it also raises some critical questions about accessibility and equity.

The funding comes from the state's Clean Fuel and Charging Infrastructure Program (CFCI), a key piece of Michigan's ambitious plan to support 2 million electric vehicles by 2030. This initiative is directly tied to the MI Healthy Climate Plan, which envisions a carbon-neutral Michigan by 2050. That's a monumental goal, and expanding EV charging infrastructure is crucial.

Launched in 2024 with a substantial $30 million state investment, the CFCI Program is prioritizing multifamily housing in its initial phases. Why? Because apartment residents often lack the convenience of at-home charging, putting them at a disadvantage when considering an EV. Smart move, right? But here's where it gets controversial... is focusing solely on apartments the most effective way to promote EV adoption across all demographics?

To further boost participation, a revised request for proposals dedicates $5 million specifically to nonpublic Level 2 AC charging stations at multifamily properties. The Michigan Department of Environment, Great Lakes, and Energy (EGLE) has also broadened eligibility, welcoming applications from new housing developments and a wider range of property owners and organizations. This is designed to encourage more participation, but will it be enough to overcome potential hurdles like upfront costs and logistical challenges?

Individual grants are capped at $300,000, and applicants generally need to match 30% of the requested funds. However, projects located in environmental justice communities get a break – the matching requirement is waived. This is a great step towards equitable distribution, but is it enough to truly level the playing field for disadvantaged communities? And this is the part most people miss... the grants aren't just for apartments. They can also be used for charging stations for fleets, public transit, and even to fill gaps in fast-charging networks outside designated alternative fuel corridors. This broader scope is essential for a comprehensive EV infrastructure.

To be eligible, projects must focus on deploying Level 2 AC EV charging stations at new or existing multifamily properties. Also, every applicant needs a Unique Entity Identifier number from the System for Award Management website. Keep in mind, applications are accepted and processed on a first-come, first-served basis until the money runs out, and all funds must be spent by Sept. 30, 2027. So, time is of the essence!

So far, the first two rounds of the CFCI Program have awarded $1.22 million for 21 projects and $626,200 for 10 projects, respectively. As an example, Epic Property Management in Monroe County received $79,139 to install six charging stations. These early successes demonstrate the program's potential, but we still have a long way to go.

EGLE plans to release another request for proposals soon, this time focusing on public charging. This is welcome news, as readily available public charging is vital for long-distance travel and for those who don't have access to charging at home or work.
